pack related to pack management (packs) and core missing

I have install stackstorm HA 3.7 via docker and run customize the config before executing it in Kubernetes
I am notice I don't have the pack management (packs) and core pack (example action core.echo) available in Stacsktorm
Does my installation have a missing step?
Do we have a way to add the core pack manually?

I have install in manually by getting the code from this repository. Copy the Contrib/core, contrib/packs to stackstorm/packs directory.
