Handle missing and timeouting input data

Current implementation assumes that

• all input data are available
• all input data are available continuously

For example 127250 has heading & variation.

If we include both of them as inputs both need to be present to send anything.

If you lose heading updates but keep getting variation "updates" you will get output with heading set at whatever it happened to be in the last received update.
