Using GitHub actions ...

  1. Check this page and find the latest package that matches the pattern: https://www.dclunie.com/dicom3tools/workinprogress/index.html
  2. generate a patch vs the current content using the recipe from https://stackoverflow.com/questions/9980186/how-to-create-a-patch-for-a-whole-directory-to-update-it, adding --exclude ".git"
  3. commit if different, assigning a tag
  4. download binaries for mac and win, attach to the release
