Describe the bug
Ores seem to have a minimum rate as which they will spawn and refuse to be set lower.

To Reproduce
Setting ores to low causes them to spawn in just as often as default

Expected behavior
Ores to be significantly more rare, and harder to spot instead of always having one nearby

Modloader: Forge
Modloader Version: 1.19.2
Mod Version: 4.0.0
