Flood Control Module Behavior on First User Message

The behavior of the flood control module is different from the description in its help section (instead of setting the score on first post since joining to maximum, it sets it to the penalty), which results in users who post only a few messages rapidly on entry having action taken against them. This is particularly problematic since two messages in a single second can trigger the action, and two of the options on flood control ban the user (being banned for coming in and responding to a weird statement with "! ?").
