#1230 will make morale steady while colonists are still onboard the starship.

In addition, morale should remain steady for a few turns after the population has been dropped to the surface.

As with #1229, the buffer period should be adjusted based on difficulty level. Default ('hard mode') should be 15 turns with no crime updates from the time that colonists are landed (just over 'one year')
