Revise overview page

The docs page (https://openliberty.io/docs/latest/overview.html) has a lot of good content. However, a lot of that TOC is off-screen when initially viewing the page and user needs to scroll to see all the important topics. I think the "Welcome to Docs" page can be improved to show the key (or popular) topics right on that page - e.g. assembled in a set of tables. Example: https://learn.microsoft.com/en-us/azure/developer/java/ee/

This issue was discussed again at the site meeting on 9/21, as the website team now has access to some design resources in Austin that might be able to help us with the page. Ideas for improvement include:

• tiles/ cards design to make the page more engaging
• dynamic updates for whats new in each release, sourced from the release blog post- basically some filtered reduced version of the https://openliberty.io/blog/?search=release blogroll (excluding beta content)
• summary/expanations of the content in each section of the TOC (Basics, Development, Security, Operations, Deployment, Reference)
• Calling out high value/traffic topics
