Improve logging in profiler native code

Is your feature request related to a problem? Please describe.
Currently the native code of the profiler in #2066 logs directly to stderr. This should be more controllable.

Describe the solution you'd like
Ideally this should use a logging framework like spdlog so at least we're being consistent with other logging in native RAPIDS libraries. It would be even better if there was a spdlog sink available that connected to Java so messages could be piped to and controlled by the same logging framework Java uses.
