Incorrect sequencing page resizing behavior

Describe the bug

The resize handles on the sequencing page that are for resizing the workspace and sequencing panels are incorrectly hooked up. The right resize handle resizes the workspace handle and the left handle does nothing.

Reproduction

1. Navigate to https://aerie-dev.jpl.nasa.gov/sequencing
2. Attempt to resize the workspaces panel by dragging the left resize handle (nothing seems to happen)
3. Attempt to resize the sequences panel by dragging the right resize handle (the workspaces panel resizes instead)
