Environment settings should be per scene and editable from a dockable tab.

Is your feature request related to a problem? Please describe.
I can't change settings in a scene like global lighting and then expect them to stay that way in the scene.
Scene settings are not saved per-scene.

Describe the solution you'd like
A "Scene Settings" dockable tab with illumination parameters, for starters. settings should persist per-scene.

Additional context
Not sure how the default settings would be adjusted yet.
