Not entirely sure where the error is:

API returning HTML on endpoint success

Perhaps not, given that we have passing tests for those endpoints which verify Content-Type
API returning HTML on error

Possible, I don't believe this is checked
Swagger definition causing the request to be wrong

Possible, need to investigate
