Extracted RE5Fix to the game directory.
Loaded up game and I had mouse and keyboard controls but controller wouldn't work. Was working fine before extraction.
Pulled up another game to make sure it wasn't a controller issue. It was working fine.
Temporarily removed the extracted RE5Fix files from game directory and launched game again. Controller was working.
Added back extracted files to game directory. Controller not working.

Have tried the above both while using PS4 controller via bluetooth and USB.

The user WinterPy of nexus mods who gave the solution that generated conflicts with some controls.
Just rename "xinput_1_3.dll" to "dinput8.dll"
