Ubuntu test runs fail on perl versions 5.16 -> 5.24 #400

The test builds are tested on perl-versions:

'5.16'
'5.18'
'5.20'
'5.22'
'5.24'
'5.26'
'5.28'
'5.30'

Installing 5.16-5.24 fail on a ubuntu-latest docker because incompatibilies with glibc.

Two options are available:

Switch for these older perls to an older runner image https://github.com/actions/runner-images. If this works, it will be a temporary solution until these images are also deprecated
Replace the older perls with newer versions.
