Installing WSA directly to WindowsApps folder is more convenient rather than sideloading a folder because you have to keep the WSA folder outside WindowsApps available anytime until the WSA is uninstalled.

The WSAPackagingTool seems to be a solution. It installs directly to WindowsApps after making a mods to the original .appxbundle instead of sideloading it.
