Strictly speaking it doesn't need road access but engineer and prefect access, because they can collapse or catch fire. |

Strictly speaking it doesn't need road access but engineer and prefect access, because they can collapse or catch fire.
Hence why within 2 tiles, since that is the range of the engineers and prefects.
