Scala 2.13 Support

I've forked the project and added 2.13 support - https://github.com/henricook/cryptoutils

I was working on publishing this to Maven because i note the project is quite inactive, but i see you're still fairly active @Karasiq - would you rather I opened a PR here instead? (And dropped my fork)

Would you be able to publish a new version soon after the PR was merged?

FYI This is on maven as com.henricook % cryptoutils % "1.5.2"

I took a look at @henricook fork and it looks good. My main concern was keeping 2.12 support so that this can still be used in sbt plugins and meta-builds. It's handy for creating self-signed certs for local dev.
