Fails to open quicken file when network enabled #3

Similar to another issue, i can not open my quicken file if the network is enabled. If i disable the LAN, the file opens.

Steps to reproduce:

Launch QWLaunch.exe
Quicken Launches and the Open File dialog box opens
Select quicken file and select OK

Expected Behavior:

Open File dialog box disappears
Quicken opens the chosen file

Actual Behavior:

Open file dialog disappears
Open file dialog reappears
Repeats

Quicken Deluxe 2016 R5
Windows 10 Pro 64-Bit
