Underground biomes should snow in winter #491

Overview

Cave biomes should snow during the winter, preventing situations where there is above-ground rain in areas where it should be snowing.

Why would this feature be useful?

I live in a fairly mountainous area with tons of caves. During the winter, when it snows, there will frequently be small patches of rain dotting the landscape because that spot is considered a "dripstone cave" or "lush cave" biome, likely because the cave is less than a few blocks below ground level. I absolutely love this mod, and this is pretty much my only gripe so far. If this issue could be fixed, it'd super help with immersion and atmosphere. I know very little about programming, but unless it's hard coded or something, I assume it should be a relatively easy fix since it's basically the same change that was made to every biome that doesn't normally snow.

I think rather than enabling seasons for cave biomes, it'd probably be better if we changed precipitation to go off of the biome at a certain height rather than at the surface level or however it currently works. No idea if/when that'll happen, but we could look into it in the future.
