The 2k3 RTP track 2003帝国～エンパイア fails to play when called as an RTP asset due to the use of the ～ character

Describe the issue in detail and how to reproduce it:

On the Player, play the track 2003帝国～エンパイア in a 2003 game where no file with this name is present in the Music folder, and where the 2003 RTP is installed and properly detected. Normally, this track should be played due to being present in the 2003 Japanese RTP, but will fail to play due to the use of the ～ character in its filename.
This should hopefully not affect a lot of games due to the failure of the Japanese version of RPG Maker 2003, though it's still something that could cause issues in some games.
