Drop support for Python 3.8

Python 3.13 will be released tomorrow (October this year). This means that Python 3.8 has reached its end-of-life and we can drop support. This provides us with some new features from Python 3.9.

Tip

These ComPWA repositories still support Python 3.7 or 3.8.
