Allows simpler scinet/CIC/VM other usage

Need to do this soon for PR #32 so that external users can specify their own paths

This will also allow different configurations for different populations
ex:
ADNI-like
PD25-like
Pediatric-like (by age)
Pediatric-like (in general)
