Maintain affiliations data in a separate microservice that would:

Allow GPM to read/write ClinGen affiliations (e.g. adding new ones including generating new ID, updating names, updating coordinator details)
Allow VCI to read/write new non-ClinGen affiliations and update (e.g. adding new ones including generating new ID, updating names, updating coordinator details)
