Fix to news component and character limit needed #547

On the news component, the styling/css needs to adjusted.

Each 'card' should only allow for three lines of title text and then go to ... regardless of device size/break point

The department should be below the title text as it is now, with a line of space between the title and department name.

Examples:

This should be resolved in the design system as well as Drupal.
