Add a filter for bits

Just like how there are filter variables for message.content and message.length there could also be a message.bits_cheered (or message.bits_spent or message.bits_amount or just message.bits) variable of type Int that would contain the amount of bits cheered in the message. This would be the value from the bits IRC tag. For messages that don't have this tag or the tag is empty the value would be 0.

Some streamers have messages with bits shown on stream or read with TTS and sometimes they go by too quickly to catch them. It would also be useful for streamers to have a log of such messages.
