Is your feature request related to a problem? Please describe

With our new Graph Ordering feature, it would be nice to be able to sort data from months in the past using the data contained in the RRDfiles. Though percentile data will be fuzzy at best, metrics like min, max, avg, and sum should be easy to populate.

Describe the solution you'd like

A simple CLI that allows the user to pre-populate the Daily Statistics partition tables with historical data with the best granularity possible.

Describe alternatives you've considered

Simply using the approximation that we are currently using which uses the latest partition if there is insufficient data available from historical partition.
