This is to guide contributor during the development stage where they are actively modifying the CABLE source code.

This work is dependent on #138 so the branch will stem from the head of that work. The work for #138 is in review currently and so the work on this issue can start.

Thank you for submitting a pull request to the CABLE Project.

## Description

Fixes #147 

Part of the contribution guidelines. Writing the rules during the code
development itself.

Also added a warning at the start of the contribution guidelines. These
guidelines are for code changes that will be contributed to the main
code only.
