merge_generated_metadata.py needs to pull all metadata.json not just those created in upload #20

We need a new endpoint to do this, see BD2KGenomics/dcc-storage#14

The script needs to pull all metadata.json in order to create a comprehensive ES index (not just what was uploaded via generate_metadata.py)
