Package tools in Docker

We need to package up the tools in this repository into a Docker file that can be used for 2 things 1) for providing to outside users for performing uploads into our system and 2) for running on our Elasticsearch/dashboard host for generating the index on a nightly basis.

Also may have a dependency on BD2KGenomics/dcc-storage#13

Key thing to note, we want something user facing (so it has to be extremely easy to use) and we want something we can run on a cron job to build nightly elasticsearch indexes. I think this argues for splitting this task into two distinct Dockers, one user-focused and the other focused on operations use.
