Extract eth-related functionality (based on Frontier template) into parachain.

I think we can start all this from scratch here, for example:

  • take any minified relayer-parachain template and adapt it to our parameters;
  • add ethereum and other necessary pallets to the parachain.

The only question is how to transfer the state of the live network.
