We need maintainance for testnet

We need someone who will maintain the network. On our recent call we agreed that it would be great to choose a random developer once per some time period (like two weeks) for this. Also, this developer will be responsible to communication with the customer.

Additionally, we could make a pallet, which would randomly choose the maintainer (from a list of accounts). The maintainer would have to perform some time-sensitive tasks related to the network maintainance and probably even achieve some points for this. The design is open and ideas are welcome.
