Duplicate "Restart" Item in Waterfox Classic 2019.12 #420

Waterfox Classic 2019.12 added the Restart item back to the File menu in commit BrowserWorks/Waterfox@a02e059, so if you also have it enabled in CTR you see it twice.
I know CTR isn't being updated anymore, but I thought I'd put it out there if anyone else notices this issue. Just turn it off in the CTR settings.
