FATAL Repository is not clean. annoying behavior

I'm trying to create config and download some dependencies
and can't do thats without commiting every time .
this is very annoying why vendor trying to control my git repo?
I believe there should be at least a flag to disable this behavior.
I have some plans to use it on CI server and there we have many uncommited files ant it simply cant do the job (download some binary files)

Is there any way to disable this check because I did not find anything helpfulin documentation

in fact I have dependency which is a zip file on remote server .. it's not a git repo
