Automatically add recurrent tasks to the board

Context

There is currently a workflow that knows how to add the support issues to a project board and how to set some relevant fields on that specific project board.

This has however not been updated to match the current format of the eng project boards.

Proposal

We should repurpose this workflow so that it automatically adds the already refined recurrent tasks (billing and smce cred renewal) to the engineering board, in the appropriate column, and with the correct allocation (and whatever other fields we consider necessary)

Definition of Done

• once a new recurrent issue is opened, it automatically triggers this workflow, that adds the issue to:
• the eng board
• in the Refined column
• with the internal-eng allocation
