FestiveFjord

This release includes the work completed in Sprint FestiveFjord. We'll be creating releases each time we push feature and design work to master. The work in this release includes:

• A new featured project on the homepage
• A repaired favicon so that you can see the right logo when saving the site on your phone
• Updated CONTRIBUTING.md, LICENSE.md, and README.md to reflect the current state of the site and our process
• New author-archive page handling, with support for noting 18F alumni
• New "about" content on the homepage, in response to user research and content testing
• Markdown extension to better handle duplicate headers, and make exciting future things possible

Pre-Federalist state

In case we need to roll back the changes made to make federalist preview branches work.

Minor improvements

Let's start tagging releases every time we do a production deploy. That should make it easier to revert if we need to. (See #195)
